Generally speaking, agricultural products do not fall within the jurisdiction, if you will, of the Federal Motor Carrier Safety regulations. The Federal Motor Carrier Safety regulations do not apply to many of the agricultural products which are transported around the country.
For example, if a motor carrier is transporting animal fats, butter, canned fruits and vegetables, certain types of wax, charcoal, cheese, coal, cocoa beans, coffee beans, cotton, yarn, frozen dinners, certain fruits and berries, and the list goes on and on, the federal regulations, in fact, will not apply in your case.
